Key takeaways
- Spain bought US$1,234 million of the consumer goods we inspect from India in 2025, 10% more than in 2024. Woven apparel alone was US$470 million (UN Comtrade).
- RD 1468/1988 lists what a consumer product label must show, and article 8.1 requires all of it at least in Castilian Spanish.
- Under RD 1055/2022 an importer of packaged goods is a packaging producer. It registers, declares packaging by 31 March each year and, since 1 January 2025, must mark household packaging with the bin it goes in.
- The factory prints what you approve, so the Spanish label set and the packaging marks belong in the purchase order and on the inspection checklist.
What Spain buys from India
India reported exports to Spain of US$1,234 million in 2025 across the categories Clear To Load inspects, 10% more than in 2024. Spain's mix leans heavily to clothing, and to woven clothing in particular: shirts, dresses and light cotton garments. Home goods were US$211 million.
| Category (HS) | 2025, US$ million |
|---|---|
| Woven apparel (62) | 470 |
| Knitted apparel (61) | 251 |
| Bags and cases (4202) | 107 |
| Footwear (64) | 103 |
| Furniture and lighting (9401, 9403–9405), of which furniture (9403) 52 | 74 |
| Home textiles (6301–6304), of which furnishing articles (6304) 45 | 69 |
| Rugs and carpets (57) | 32 |
The handicraft export council's annual report does not list Spain separately, so there is no comparable handicraft figure.
Where Spain's orders are made in India
Most Spanish volume sits in garment towns. The Directorate General of Foreign Trade lists Gurgaon and Noida as Towns of Export Excellence for apparel and Tirupur for hosiery; Faridabad was added for apparel in the Foreign Trade Policy 2023. Gurgaon, Noida and Faridabad are all in Delhi NCR, where we have inspectors. The product pages cover what we check on woven shirts, dresses, kaftans and resortwear and T-shirts and knit tops.
Bags under HS 4202 include both leather and fabric. Agra, Kanpur and Ambur are Towns of Export Excellence for leather products and make leather bags and shoes; see leather handbag inspection. For cotton and canvas totes, which have no official cluster listing, see cotton and canvas bag inspection. Furniture is made mainly in Jodhpur, Jaipur, Saharanpur and Delhi NCR; see furniture inspection in India.
Labels in Castilian: what RD 1468/1988 asks for
Royal Decree 1468/1988 governs the labelling of industrial products sold to consumers in Spain. Article 7 lists the particulars, and article 8.1 says all of them must appear at least in Castilian Spanish. Other languages may be added. For an order made in India, these are the items to check on the label or packaging before it ships:
| RD 1468/1988, art. 7 | What the inspector checks |
|---|---|
| Name of the product | Spanish product name on the label, box or hang tag |
| Composition, where it affects use, quality or safety | Spanish fibre or material names; for textiles, the fibre label under Regulation (EU) 1007/2011 |
| Net content or number of units | Count on sets, such as napkins or hangers, matches the pack |
| Instructions, warnings and safety information | Spanish version present, legible and inside the right carton |
| Batch | Batch or lot code printed where your specification places it |
| Name and address of the EU-established manufacturer, packer or seller | Your company details, as approved, not the Indian factory's alone |
Spain's rule predates the GPSR, which adds a type, batch or serial number and the manufacturer's details. One Spanish label set usually satisfies both if you design it that way.
Packaging: producer register, marks and weights
Royal Decree 1055/2022 on packaging treats an importer of packaged products as a productor del producto (art. 2.t). That means registering in the packaging section of the Registro de Productores de Producto, meeting its EPR obligations, usually through a collective scheme, and reporting the packaging placed on the market to the ministry before 31 March each year (art. 16.2). A producer established outside Spain that sells into Spain must appoint an authorised representative there (art. 17.2).
Two parts of this land at the factory:
- Marks. Since 1 January 2025, household packaging must show the fraction or bin it should go in (art. 13.2 and final provision five). Wording such as "respetuoso con el medio ambiente" (environmentally friendly) is banned (art. 13.3). We check the printed marks on polybags, boxes and inserts against your approved artwork.
- Weights. Your annual declaration needs packaging weight by material per item. Ask the factory for a packaging specification sheet, then have the inspector weigh the cardboard, plastic and paper of sample units by material and compare them with the sheet.
The EU Packaging Regulation (EU) 2025/40 has applied since 12 August 2026, with harmonised material labels scheduled from 12 August 2028. Textiles and footwear will also get mandatory EPR schemes in every member state under Directive (EU) 2025/1892, to be set up by April 2028. Ask your scheme how Spain is aligning its rules before you change artwork.
Rules that apply
EU-wide import rules (EORI, TARIC, the GPSR responsible person, REACH, the EUDR for wooden furniture and ISPM 15 for pallets) are on our EU import compliance checklist. For Spain's main categories, see EU textile labelling, chromium VI in leather for leather bags and shoes, and the GPSR.
Trade agreement. The EU–India free trade agreement was concluded on 27 January 2026, and the Commission sent its signing and conclusion proposals to the Council on 11 September 2026. As of 14 October 2026 it was not signed or in force, so normal EU duty rates apply. Ask your customs broker for rates; we do not quote them.
Working hours, reports and booking
India Standard Time is UTC+5:30, with no summer time. Mainland Spain is 4:30 behind India in winter and 3:30 behind in summer; the Canary Islands are one hour further behind. Our office is open 9:30 am to 6:30 pm IST, Monday to Saturday, which is 5:00 am to 2:00 pm in Madrid in winter and 6:00 am to 3:00 pm in summer. We reply to emails and WhatsApp messages within one working day.
Reports arrive within 24 hours of the inspection, after supervisor review, with a verdict of Cleared to load, Hold or Not cleared. A pre-shipment inspection costs US$249 per man-day; one man-day covers one factory and, as a guide, up to five styles of textile or other small items. Travel is US$99 per man-day in Delhi NCR, Jaipur, Saharanpur, Moradabad and Kolkata, free in Jodhpur and charged at actual cost elsewhere, such as Tirupur or Agra. See pricing, then book an inspection and say the goods are for Spain so the Castilian label check is on the list.
