Key takeaways
- Home goods were US$31m of Norway's US$72m basket from India in 2025; home textiles alone were US$17m, of which furnishing articles such as cushion covers US$10m (UN Comtrade).
- Norway is outside the EU but inside the EEA, so EU rules such as textile fibre labelling and REACH apply there through the EEA Agreement.
- Anyone who imports packaged goods into Norway commercially must belong to an approved producer responsibility company, with no minimum quantity since 2025, and report packaging by material.
- The India–EFTA Trade and Economic Partnership Agreement has been in force since 1 October 2025; ask your broker how its origin rules apply to your goods.
What Norway buys from India
India's exports to Norway in the categories we inspect were US$72 million in calendar year 2025, about 3% more than in 2024. The basket is small, but its shape is unusual: home textiles nearly match clothing, and shoes come close behind.
| Category (HS) | 2025, US$ million |
|---|---|
| Home textiles (6301–6304) | 17, of which furnishing articles such as cushion covers (6304) 10 and bed, table and kitchen linen (6302) 6 |
| Woven apparel (62) | 13 |
| Footwear (64) | 13 |
| Bags and cases (4202) | 6 |
| Rugs and carpets (57) | 6 |
| Knitted apparel (61) | 5 |
| Furniture (94) | 3 |
Orders this size often mix product types. Tell us every style in the shipment when you book so we can plan the man-days.

Norway, the EEA and the rules that apply
Norway is not in the EU, but it is in the European Economic Area. EU product laws apply there once they are added to the EEA Agreement. Two that matter for Norway's basket are already in: the textile labelling regulation (EU) 1007/2011, in force in the EEA since 1 May 2013, and REACH, in force since 2008 (EFTA EEA-Lex). The EU's General Product Safety Regulation is different. EEA-Lex lists no decision adding it to the agreement yet, so ask your Norwegian adviser which safety rules your product falls under.
Our EU import compliance checklist covers the rules themselves; read it with that difference in mind, because Norway runs its own customs. The relevant guides are EU textile labelling and REACH, including azo dyes in textiles and leather. Chemical tests go to an accredited lab; we pull and seal the samples through lab testing coordination.
Trade agreement. The India–EFTA Trade and Economic Partnership Agreement (TEPA) entered into force on 1 October 2025 for Iceland, Liechtenstein, Norway and Switzerland, according to the EFTA joint communiqué. Whether your goods qualify depends on its rules of origin, so check rates and origin paperwork with your customs broker.
What a Norwegian order adds at the factory
- Fibre labels. Regulation 1007/2011 asks for the fibre composition in the official language of the country where the product is sold to consumers, unless that country provides otherwise. Agree the label language with your adviser and put it in the artwork; we check every sampled label against that file, fibre by fibre.
- Packaging weights by material. Miljødirektoratet, the Norwegian Environment Agency, requires anyone who commercially imports packaging or packaged products to join an approved producer responsibility company under chapter 7 of the waste regulation. The 1,000 kg per packaging type minimum was removed in 2025. Members give their company the yearly quantity of each packaging material they place on the market. Grønt Punkt Norge is one company that takes on this duty for members. On request, our inspector weighs the polybag, insert card, inner box and export carton of a sample unit and records them in the report.
- Origin and carton marks. If you claim TEPA preference, the country of origin on the goods, cartons and invoice must agree. We check the marks against your order and the packing list; see origin labelling.
Danish and Swedish buyers face similar label and packaging checks inside the EU; compare Denmark and Sweden.
Timing, price and booking
India Standard Time is UTC+5:30 all year. Oslo is 4 hours 30 minutes behind in winter and 3 hours 30 minutes behind in summer. Our office hours, 9:30 am to 6:30 pm IST, Monday to Saturday, cover your early morning to mid-afternoon. The report reaches you within 24 hours of the inspection, after supervisor review, with a verdict of Cleared to load, Hold or Not cleared.
For cushion covers and bed linen, a pre-shipment inspection once at least 80% is packed is usually enough. For shoes from a new supplier, add a during-production inspection so lasting and sole bonding are checked while they can still be corrected.
One man-day costs US$249, report included. Travel is free in Jodhpur, US$99 per man-day from Jaipur, Saharanpur, Moradabad, Delhi NCR and Kolkata, and at actual cost elsewhere, such as Panipat or Agra, quoted before you book. See pricing or book an inspection.
