Quality inspection in India for importers in the Netherlands

Dutch importers buy apparel, footwear, bags, furniture and home textiles from India. Besides workmanship and measurements, a Dutch order needs Dutch textile labels and the weights behind two producer-responsibility schemes: UPV Textiel for clothing and household linen, and the Verpact packaging fee. We check and record both at the factory, with a report within 24 hours.

Key takeaways

  • India's exports to the Netherlands in our categories were US$1,473 million in 2025, but part of that moves on through Rotterdam to other countries, so treat it as an upper bound.
  • Under UPV Textiel, importers of clothing and bed, table and household linen are producers and report to Rijkswaterstaat every year; recorded piece weights make that report easier.
  • Verpact still applies a 50,000 kg a year declaration threshold and expects it to end when the PPWR producer register starts.
  • The EU–India free trade agreement was concluded on 27 January 2026 but was not signed or in force on 14 October 2026.

What the Netherlands buys from India

India exported US$1,473 million of goods in our categories to the Netherlands in calendar year 2025, 8% more than in 2024; US$331 million of it was home goods (UN Comtrade, India's reported exports). The figures count goods declared for the Netherlands. Some of them land in Rotterdam and move on to other EU countries, so read them as an upper bound on Dutch demand.

Handicrafts to the Netherlands reached US$199.45 million in FY 2024-25, up 10.63%, and the Netherlands took 8.4% of India's woodware exports (EPCH Annual Report 2024-25). 4udesigned BV is among the importers in the Netherlands we work with.

What a Dutch order adds to the checklist

Dutch textile labels. Fibre composition labels must be in the official language or languages of the country where the product is sold (Regulation (EU) 1007/2011); for the Netherlands that is Dutch. Where one label serves several EU countries, we check every language on it against your approved artwork.

Weights for UPV Textiel. Since 1 July 2023 producers of consumer clothing, workwear and bed, table and household linen, such as towels and tea towels, carry extended producer responsibility in the Netherlands. Importers count as producers. They report each year to Rijkswaterstaat, by 1 August, on the products placed on the market the year before, and the reuse and recycling targets are set by weight. Producers can meet the duty alone or through a producer organisation. We record the weight of sampled pieces per style, so the figure in your report is measured, not taken from the factory's catalogue.

Packaging for Verpact. Producers and importers that place more than 50,000 kg of packaging a year on the Dutch market declare it to Verpact and pay the packaging waste management contribution. Importers count the packaging they unpack after import. As of October 2026 Verpact still applies the threshold and expects it to end when a producer register under the EU Packaging Regulation starts, with registration expected from 2028. Below the threshold you still need records showing you are under it. We weigh cartons, polybags, inserts and fillers per item on request.

Furniture. For wooden furniture, we check the species and lot against your EUDR file and measure moisture content against your limit. The right target is set by the climate where the furniture will be used; our default limit is 11%. We also check the GPSR traceability marks: manufacturer details, your EU contact and a batch or type number on the product or its packaging.

Rules that apply

EU-wide rules, from GPSR traceability to REACH and wood packaging, are on the EU import compliance checklist. The guides most relevant to Dutch orders are EU textile labelling, EU GPSR, EUDR for wood furniture and OEKO-TEX and GOTS, which matter where your range carries a certified claim.

Trade agreement. The EU–India free trade agreement was concluded on 27 January 2026. The European Commission sent the Council its proposals for signature and conclusion on 11 September 2026. As of 14 October 2026 it was not signed or in force, so normal EU duty rates apply. Duty questions go to your customs broker.

Working hours and report timing

India Standard Time is UTC+5:30 and does not change for summer. An inspector who finishes at a Jodhpur factory at 5:00 pm IST finishes at 12:30 pm in Amsterdam in winter and 1:30 pm in summer. Our office is open Monday to Saturday, 9:30 am to 6:30 pm IST, so Dutch buyers can reach us from the start of their working day until early afternoon. The supervisor-reviewed report reaches you within 24 hours of the inspection, with a verdict of Cleared to load, Hold or Not cleared.

Booking and price

US$249 per man-day covers one inspector at one factory for an 8-hour day, with the report. Jodhpur has no travel fee; Jaipur, Saharanpur, Moradabad, Delhi NCR and Kolkata add US$99 per man-day; other towns are charged at actual travel cost, quoted in advance. Details on the pricing page.

When you book, attach the Dutch label artwork and say whether you need piece and packaging weights recorded. Mixed containers for the Dutch and other EU markets are a good fit for container loading supervision. Book an inspection.

Frequently asked questions

Does UPV Textiel apply to imported towels and bed linen?

Yes. The Dutch textile EPR covers consumer clothing, workwear and bed, table and household linen, including towels and tea towels. Importers count as producers and report every year to Rijkswaterstaat.

Does the Verpact packaging fee apply to us?

It applies to producers and importers placing more than 50,000 kg of packaging a year on the Dutch market. Verpact still applies that threshold in 2026 and expects it to end when the PPWR producer register starts.

Can you record weights for our EPR reports?

Yes, on request. The inspector weighs sampled pieces per style and the packaging of each item by material, and records the figures in the report.

Why are the Dutch trade figures called an upper bound?

The data counts goods declared for the Netherlands. Some arrive in Rotterdam and move on to other countries, so not all of the US$1,473 million is sold in the Netherlands.

Is the EU–India trade agreement in force?

No. It was concluded on 27 January 2026 but, as of 14 October 2026, it had not been signed or entered into force. Normal EU duty rates apply.
