Quality inspection in India for importers in Belgium

Belgian importers buy apparel, footwear, bags and furniture from India. The extra work for Belgium is language and packaging: labels and instructions must suit the language region where goods are sold, and packaging splits into household and business streams for Fost Plus and Valipac. We check the label artwork and weigh the packaging at the factory before shipment.

Key takeaways

  • India's exports to Belgium in our categories were US$373 million in 2025, down 7% on 2024; some of it moves on through Antwerp, so treat the figure as an upper bound.
  • Belgian law asks for labelling, instructions and guarantees in a language the average consumer understands, taking account of the language region where the goods are offered; toys have a stricter rule.
  • Companies placing more than 300 kg of packaging a year on the Belgian market join Fost Plus for household packaging, Valipac for business packaging, or both.
  • The EU–India free trade agreement was concluded on 27 January 2026 but was not signed or in force on 14 October 2026.

What Belgium buys from India

In calendar year 2025 India reported US$373 million of exports to Belgium in the categories we inspect, 7% less than in 2024. Home goods made up US$86 million (UN Comtrade). Antwerp-Bruges is a gateway port for much of Europe, so part of this volume is declared for Belgium but sold elsewhere. Treat the figures as the most Belgium could be buying, not a measured Belgian market.

Where Belgian orders are made

For knitwear, Tirupur is the Town of Export Excellence for hosiery. For shoes and leather bags, Agra, Kanpur and Ambur are each listed for leather products (DGFT Appendix 1B). Furniture clusters include Jodhpur and Jaipur, both listed for handicrafts, and many metal lamps are made in Moradabad, a Town of Export Excellence for handicrafts since the Foreign Trade Policy 2023. We found no official cluster listing for cotton and canvas bags, so we name none. Jodhpur, Jaipur and Moradabad are among our inspector bases; the others are reached by travel.

Language regions and packaging: the Belgian checks

Which language on the label. Belgium has three language regions. Book VI of the Code of Economic Law asks for mandatory labelling, instructions and guarantee certificates in a language the average consumer understands, taking account of the language region where the goods are offered (Flemish government language guide). Toys go further: warnings, labelling and instructions at least in the language or languages of the region, with instructions in Brussels-Capital at least in Dutch and French. Textile fibre labels follow Regulation (EU) 1007/2011: the official language or languages of the member state. Which languages go on the artwork is your decision, made with your distribution in mind. Our job is to check that every printed version matches the approved artwork, that no language is missing from a multilingual label, and that inserts packed with each item are the right edition.

Household or business packaging. A company that places more than 300 kg of household and business packaging a year on the Belgian market must meet recycling targets, either by joining Fost Plus (household packaging) and Valipac (business packaging), or by declaring directly to the Interregional Packaging Commission (IVCIE). If your packaging reaches both households and businesses, you join both. That split matters at the factory: the retail box and polybag typically count as household packaging, while the outer carton, pallet and stretch film are usually business packaging; IVCIE's grey list settles borderline cases. On request, we weigh each layer separately per item so your declarations can be split the same way.

What PPWR changes. The EU Packaging and Packaging Waste Regulation brings new obligations for anyone placing packaging on the Belgian market, including an authorised representative for foreign producers. IVCIE reports that the Belgian producer register is still being prepared, so check with Fost Plus or Valipac before relying on the 300 kg figure for 2027.

Rules that apply

The rules shared by all EU countries, such as GPSR traceability, REACH, EUDR and ISPM 15 for wood packaging, are on the EU import compliance checklist. For Belgian orders the most useful guides are EU GPSR, EU textile labelling, EUDR for wood furniture and, for lamps, CE marking under the LVD and EMC directives.

Trade agreement. The EU and India concluded their free trade agreement on 27 January 2026. The European Commission sent the Council proposals for its signature and conclusion on 11 September 2026. As of 14 October 2026 it was not signed or in force, so normal EU duty rates apply. For duty, ask your customs broker.

Time difference and reports

India runs on UTC+5:30 all year. Brussels is 4:30 behind India in winter and 3:30 behind in summer. A Belgian buyer who emails at 9:00 am reaches us at 1:30 pm IST in winter, with five hours of our office day left (Monday to Saturday, 9:30 am to 6:30 pm IST); in summer the overlap is six hours. The report, reviewed by a supervisor, arrives within 24 hours of the inspection and gives one verdict: Cleared to load, Hold or Not cleared. A label in the wrong language edition is a Hold, so you decide before the goods ship.

Booking and price

The price is US$249 per man-day, meaning one inspector at one factory for one 8-hour working day, report included. There is no travel fee in Jodhpur; Jaipur, Saharanpur, Moradabad, Delhi NCR and Kolkata add US$99 per man-day; elsewhere the actual travel cost is quoted before you book. See pricing.

With the booking, send the label artwork for each language edition and say whether you want household and business packaging weighed separately. Book an inspection.

Frequently asked questions

Which languages must labels have for Belgium?

Belgian law asks for labelling, instructions and guarantees in a language the average consumer understands, taking account of the language region where the goods are offered. Toys must use at least the region's language or languages. Confirm the editions with your legal adviser; we check the printed labels against them.

Do we join Fost Plus or Valipac?

Fost Plus handles household packaging and Valipac business packaging. A company placing more than 300 kg of packaging a year on the Belgian market joins the one that fits, or both if its packaging reaches households and businesses.

Can you weigh household and business packaging separately?

Yes, on request. The inspector weighs the retail packaging and the transport packaging of each item by material and records both in the report.

Why might the Belgian trade figures overstate demand?

They count goods declared for Belgium. Some arrive through Antwerp-Bruges and move on to other countries, so the real Belgian market is smaller than the figure.

Is the EU–India trade agreement in force?

No. It was concluded on 27 January 2026 but, as of 14 October 2026, it had not been signed or entered into force. Normal EU duty rates apply.
