Key takeaways
- India shipped US$118 million of the consumer goods we inspect to Kuwait in 2025, plus US$66 million of ceramic tiles, which outweigh any single consumer category.
- US trade guidance says every imported product in Kuwait must carry a durable country-of-origin label that matches the shipping documents.
- Outer packages must show the shipper, the consignee, the package weight and the origin, so carton marks are part of the inspection.
- No India–Kuwait or India–GCC trade agreement is in force. India and the GCC signed terms of reference for negotiations on 5 February 2026.
What Kuwait buys from India
India reported US$118 million of exports to Kuwait in 2025 across the consumer-goods categories Clear To Load inspects, 6% more than in 2024. Apparel is most of that. The line that stands out is outside our consumer basket: ceramic tiles, at US$66 million, are worth more than knitted or woven clothing on their own.
| Category (HS) | 2025, US$ million |
|---|---|
| Ceramic tiles (6907) | 66 |
| Woven apparel (62) | 38 |
| Knitted apparel (61) | 36 |
| Worked stone (68), of which monumental and building stone (6802) 9 | 11 |
| Steel household articles (7323) | 7 |
| Furniture, bedding and lighting (94), of which mattresses and bedding (9404) 4 and furniture (9403) 3 | 8 |
| Footwear (64) | 4 |
Kuwait's trade with India therefore splits between building finishes, such as tiles and stone, and garments. The checks for the two have little in common, so tell us which you are buying when you book.
Where these goods are made in India
- Tiles: Morbi, Gujarat, is the Town of Export Excellence for ceramic tiles. On tiles we check size and squareness, flatness, shade and calibre codes against the sample, chips at the edges, and that every box in a lot carries one shade and calibre. See vitrified and porcelain tile inspection.
- Stone: Makrana, Rajasthan, holds the Makrana Marble geographical indication. Slab thickness, polish, veining against the approved piece and crate strength are the usual points. See marble slab and tile inspection and granite slabs and tiles.
- Apparel: Tirupur is the Town of Export Excellence for hosiery, and Gurgaon, Noida and Faridabad for apparel. See apparel inspection.
- Steel kitchenware: we know of no official listing of a stainless-steel utensil cluster, so we name no town. Grade and gauge are the usual risks; see stainless steel tableware and serveware.
Origin marks, carton details and Arabic text: what we check
The US International Trade Administration's guide to Kuwait, updated in April 2026, sets out the marking points that land at the factory:
| Kuwait expectation | What the inspector checks |
|---|---|
| Country-of-origin label on all imported goods, durable | "Made in India" printed, moulded, sewn or etched, not a loose sticker; it survives a rub test on sampled units |
| Origin label matches the shipping documents | Origin on goods, cartons, invoice and packing list agree, and the producing factory is the one named |
| Goods that cannot be marked are marked on the package | For loose tiles or stone, origin on each box or crate |
| Outer packages show shipper, consignee, weight and origin | Shipping marks complete on every carton or crate; gross weight checked on a sample of cartons |
Arabic matters for durable goods. The same guide says Kuwait has adopted GCC rules for household appliances, including Arabic instruction manuals, and that imported toys must carry the GSO seal. Your importer approves the Arabic text; we check that the approved version is printed, packed in the right carton and legible.
Rules that apply
Kuwait's standards are run by the Standards and Metrology Department of the Public Authority for Industry (PAI), which applies Kuwaiti standards and GCC technical regulations, for example to household appliances and toys. If your product is regulated, your importer will need conformity documents before clearance, so ask them early whether PAI rules cover it. The Gulf import checklist covers Arabic labelling and supplier documents for the UAE and Saudi Arabia, which follow similar GCC rules, and SASO, SABER and Gulf conformity explains the G-Mark. For origin wording, see product labelling and country of origin; for crates and pallets, ISPM 15.
Trade agreement. India has no trade agreement in force with Kuwait. India and the Gulf Cooperation Council, of which Kuwait is a member, signed terms of reference for a free trade agreement in New Delhi on 5 February 2026, which sets the scope for negotiations. Ask your customs broker about duty; we do not quote rates.
Timing, reports and booking
Kuwait is on UTC+3 and India on UTC+5:30. Neither changes its clocks, so India is 2 hours 30 minutes ahead all year. Our office hours, 9:30 am to 6:30 pm IST, Monday to Saturday, are 7:00 am to 4:00 pm in Kuwait City, and Saturday is a working day for us. The report, with photographs and a verdict of Cleared to load, Hold or Not cleared, arrives within 24 hours of the inspection, after supervisor review.
An inspection costs US$249 per man-day: one inspector, one factory, eight working hours, report included. There is no travel fee in Jodhpur; Jaipur, Moradabad, Saharanpur, Delhi NCR and Kolkata add US$99 per man-day; Morbi, Makrana and Tirupur are charged at actual travel cost, quoted before you book. For tile and stone loads, container loading supervision records crate counts, lashing and seal numbers. See pricing, or book an inspection and say the goods are for Kuwait.
