Key takeaways
- Leather goods and footwear were US$43 million of the US$69 million India exported to Austria in our categories in 2025 (UN Comtrade).
- Parts of footwear, mainly uppers, were US$16.6 million: a component order needs a different checklist from finished shoes.
- Finished shoes carry the EU footwear material label for upper, lining and sock, and outer sole; textile labels must be in German.
- Austrian packaging rules require importers to join a collection and recycling system; the EU PPWR has applied alongside them since 12 August 2026.
What Austria buys from India
Austria is a small market for India's consumer goods but an unusual one. In calendar year 2025 India reported US$69 million of exports to Austria in the product groups we inspect, 7% less than in 2024. Leather goods and footwear made up US$43 million of it (UN Comtrade).
| Category (HS) | India's exports to Austria, 2025 |
|---|---|
| Parts of footwear, incl. uppers (6406) | US$16.6m |
| Shoes with leather uppers (6403) | US$15.5m |
| Woven apparel (62) | US$8.9m |
| Leather clothing and accessories, incl. gloves and belts (4203) | US$5.7m |
| Knitted apparel (61) | US$5.3m |
| Rugs and carpets (57) | US$3.8m |
| Bags and cases (4202) | US$2.9m |
| Furniture (9403) | US$1.9m |
Across all markets, parts were about 11% of India's footwear exports in 2025 (US$284m of US$2,533m). To Austria they were almost half. Uppers are bought by shoemakers who last, sole and finish the shoes themselves, so the inspection has to catch problems before that work starts.
Inspecting uppers and finished shoes
Agra, Kanpur and Ambur are Towns of Export Excellence for leather products (DGFT Appendix 1B), and they make both uppers and complete shoes. The checks differ:
- Uppers. Leather grade and thickness against the approved swatch, grain and colour match within a pair, stitch density and seam strength, lining attachment, punching and perforation, size grading across the size run, and the lasting allowance your factory needs. A defect found here is far cheaper to fix in India than after the uppers are lasted in Europe.
- Finished shoes. Sole bonding and flex, symmetry, heel height, fit on the last, odour, and the material label. Directive 94/11/EC requires the materials of the upper, the lining and sock, and the outer sole to be shown by pictogram or written words, for any material that makes up at least 80% of that part.
For both, we can pull and seal samples for chromium VI tests at an accredited lab. See leather shoe inspection, footwear inspection and, for the gloves and belts in HS 4203, leather work gloves and leather goods inspection. Rugs come mostly from Bhadohi, listed for carpets.
German labels and traceability
German is Austria's official language, so textile fibre labels on apparel, bags with textile outers and rugs must be in German under Regulation (EU) 1007/2011. For instructions and safety information, GPSR Art. 9(7) requires a language consumers can easily understand, as set by the member state where the product is sold. A German insert prepared for Germany, where § 6 of the Product Safety Act requires German, is the natural starting point; confirm any Austrian wording with your compliance adviser, and make sure the EU contact on the label is right for Austria. Our inspectors work in English and Hindi and compare German text with your approved artwork line by line, without translating. We also check the GPSR marks: manufacturer's name and address, your EU contact, and a type or batch number.
Packaging: system participation, not LUCID
Austria runs its own packaging scheme. Under the Packaging Ordinance 2014 (Verpackungsverordnung 2014), packers and importers must take part in a nationwide collection and recycling system for household packaging they place on the market (Austrian environment ministry); ARA (Altstoff Recycling Austria) is one such system. Since 12 August 2026 the EU Packaging and Packaging Waste Regulation has applied directly and supplements these national rules (WKO, October 2026). A shipment split between Germany and Austria therefore needs two arrangements: LUCID and a dual system for Germany, an Austrian system contract for Austria. Both are priced on weight by material. Shoe orders carry a lot of packaging: shoe box, tissue, inserts, polybags and the master carton. On request, our inspector weighs each component on sampled units and records it in the report.
Rules that apply and the trade agreement
The EU-level checklist is on the EU import compliance page. For leather and dyed textiles, see REACH and azo dyes and restricted substances; for apparel labels, EU textile labelling. Footwear joins clothing under producer responsibility: Directive (EU) 2025/1892 requires member states to set up schemes for textiles and footwear by April 2028.
The EU and India concluded a free trade agreement on 27 January 2026. As of 14 October 2026 it was not signed or in force, so normal EU duty rates apply. We do not advise on duty; ask your customs broker.
