Key takeaways
- A consumer product may only be placed on the EU market if an economic operator established in the EU is responsible for it under the GPSR.
- The EUDR applies to wooden furniture from 30 December 2026 for all operators, including micro and small ones, because wooden furniture was already covered by the EU Timber Regulation. The later 30 June 2027 date applies only to micro and small operators of products the Timber Regulation did not cover.
- The EU–India free trade agreement was concluded on 27 January 2026 but was not signed or in force on 14 October 2026.
- Chemical, textile, food-contact and electrical rules depend on the product, so build a rule list per item before you order.
- Wood packaging must carry the ISPM 15 mark; plywood and processed wood are exempt.
Customs basics: EORI and TARIC
| Item | What you need |
|---|---|
| EORI number | Mandatory for customs operations. An EU business gets it from the customs authority of the member state where it is established. A business outside the EU gets it from the member state where it makes its first customs declaration. |
| Classification | The 8-digit Combined Nomenclature (CN) code, extended to 10 digits in TARIC. TARIC shows the third-country duty, any preference and other measures, such as anti-dumping duties, for that code and origin. |
| Declaration | Usually lodged by a customs representative. Import VAT is charged in the member state of import on top of any duty. |
Look up your code in the TARIC database with India as the country of origin, at the time of import.
India–EU free trade agreement: status
The EU and India concluded negotiations on a free trade agreement on 27 January 2026. On 11 September 2026 the European Commission sent the Council its proposals for decisions on signing and concluding the agreement. As of 14 October 2026 it was not signed or in force, so normal EU duty rates apply. It still needs Council approval and signature, the European Parliament's consent and India's own approval.
Until it enters into force, imports from India pay the normal EU rates shown in TARIC. Do not price an order on expected FTA rates. When it does take effect, the preference will depend on meeting its rules of origin and holding the right proof of origin.
Product safety and product-specific rules
| Rule | Applies to | What it requires |
|---|---|---|
| GPSR (EU) 2023/988 | All consumer products, from 13 Dec 2024 | Safe products; an EU-established responsible economic operator; manufacturer's name, postal and electronic address and a type, batch or serial number on the product or packaging; the same details in online listings. |
| REACH (EC) 1907/2006 | All articles | Annex XVII restrictions (for example azo dyes in textiles, nickel release, chromium VI in leather); information to customers if a candidate-list substance exceeds 0.1% by weight. |
| Textile Regulation (EU) 1007/2011 | Products with at least 80% textile fibres by weight, and furniture coverings with at least 80% textile components | Fibre composition label in the official language(s) of the member state where sold. |
| Food contact (EC) 1935/2004 | Kitchenware, tableware and serveware | Materials must not transfer constituents to food in harmful amounts; food-contact labelling; a declaration of compliance where specific rules apply, such as for plastics and ceramics. |
| CE: LVD, EMC and RoHS | Lamps and other electrical items | Conformity assessment, technical file, EU declaration of conformity and CE marking. |
Furniture has no single EU safety directive. Buyers usually test against EN standards for strength, durability and stability under the GPSR; see EN 12520 and EN 1728.
Deforestation Regulation (EUDR) for wooden furniture
Regulation (EU) 2023/1115, as amended by Regulation (EU) 2025/2650, applies to wood products including wooden furniture and wooden seats. It applies from 30 December 2026 to large and medium operators, and to micro and small operators already covered by the EU Timber Regulation. Other micro and small operators follow from 30 June 2027.
The operator that first places the goods on the EU market must show the wood is deforestation-free and legally harvested, with geolocation of the plots where it was grown, and submit a due diligence statement before import. India is rated low risk, which simplifies due diligence but does not remove the need for geolocation and legality data. Read the full guide: EUDR for wood furniture.
Wood packaging and documents to collect
Wood packaging. Solid wood pallets, crates and dunnage from outside the EU must be debarked, heat treated or fumigated and carry the ISPM 15 mark, under the EU plant health rules in Regulation (EU) 2016/2031. Wood 6 mm thick or less, plywood and other processed wood are exempt.
Documents to ask your supplier for:
- Commercial invoice and packing list with CN codes, materials and origin per line.
- EUDR data: species, quantity, geolocation of harvest plots, and legality evidence from the timber supply chain.
- REACH declarations and test reports for restricted substances, such as azo dyes, nickel or chromium VI where relevant.
- Fibre composition for textiles; food-contact declaration of compliance and migration test reports for kitchenware.
- EU declaration of conformity and technical file for CE-marked lamps.
- Test reports for furniture strength and stability, and the label artwork with your EU responsible person's details.
Where inspection fits
EU rules rely on the importer's own evidence, so you need to know that the documents match the shipment. A pre-shipment inspection checks GPSR traceability marks, fibre and food-contact labels, CE markings on lamps, the timber species against your EUDR file and ISPM 15 marks. A during-production inspection can confirm which timber lots went into your order while they can still be traced.
Clear To Load works for EU buyers including Fuhr Home (Denmark), 4udesigned BV (Netherlands) and Jolipa BV (Belgium). Reports arrive within 24 hours with a verdict of Cleared to load, Hold or Not cleared. Chemical and migration tests go to an ISO/IEC 17025-accredited lab through lab testing coordination.
