Key takeaways
- India shipped US$1,971 million of the goods we inspect to the UAE in 2025, but part of it moves on from Jebel Ali to other countries, so treat the figure as a ceiling.
- Apparel is the bulk of the trade; the UAE also takes about 48% of India's handprinted textiles and scarves (EPCH, FY 2024-25).
- If goods move on from Dubai, label and mark them for the final market, and apply Arabic stickers in India: US trade guidance on the UAE says stickering cannot be done on entry.
- CEPA treatment depends on a preferential certificate of origin. An inspection checks that origin marks and the factory match what that certificate will say.
What the UAE buys from India
On India's own export data, the UAE was the fourth-largest destination in 2025 for the consumer goods Clear To Load inspects, after the USA, the UK and Germany. Across the main consumer-goods chapters, trade was up 11% on 2024.
| Category | India's exports to the UAE, 2025 (US$ million) |
|---|---|
| Knitted apparel (HS 61) | 727 |
| Woven apparel (HS 62) | 629 |
| Ceramic tiles (HS 6907) | 170 |
| Footwear (HS 64) | 114 |
| Worked stone (HS 68) | 107 |
| Furniture and lighting (HS 9401, 9403–9405) | 91 |
| Home textiles (HS 6301–6304) | 84 |
| Steel and aluminium household articles | 75 |
| Rugs and carpets (HS 57) | 59 |
Two points shape how to read this. First, Jebel Ali is a regional re-export hub, so part of each line is sold on to other Gulf, African and Asian markets rather than in the UAE. Treat every figure as an upper bound. Second, handicrafts matter more than the chapter totals suggest. The Export Promotion Council for Handicrafts (EPCH) puts India's handicraft exports to the UAE at US$300.90 million in FY 2024-25, up 21.72%, and says about 48% of India's handprinted textiles and scarves went there (₹1,539 crore of ₹3,217 crore).
Where in India these goods are made
The UAE's top lines come from different parts of India, and each cluster brings its own inspection points:
- Knitwear: Tirupur, Tamil Nadu, the Town of Export Excellence for hosiery. See T-shirt and knit top inspection.
- Woven garments and ethnic wear: Gurgaon, Noida and Faridabad, Towns of Export Excellence for apparel. See kurta and ethnic wear inspection.
- Printed scarves and block prints: Jaipur, a Town of Export Excellence for handicrafts, with the Sanganeri and Bagru hand block print geographical indications. See scarves and stoles and hand block printed textiles.
- Tiles: Morbi, Gujarat, the Town of Export Excellence for ceramic tiles. See vitrified and porcelain tile inspection.
- Marble: Makrana, Rajasthan (Makrana Marble GI). See marble slab and tile inspection.
Hand-printed scarves bring their own risks: colour differences between hand-printed batches, hems pulled short, and print registration off on repeat blocks. Shade bands against the approved sample are worth agreeing before production starts.
Re-export, Arabic stickers and origin: what to check at the factory
Some UAE importers are distributors who sell the same lot across the Gulf and beyond. That changes the checklist, because the rules that matter are those of the country where the goods end up.
- Final destination first. Tell us where the goods will be sold. A carton that moves on from Dubai to Saudi Arabia must carry the non-removable origin mark and Arabic warnings that Saudi rules ask for, and match a SABER-certified model if the product is regulated there. We check the goods against the market you name.
- Arabic stickers in India. US trade guidance on the UAE says Arabic stickers are accepted but must be applied before export, not on entry. We check that each unit carries the approved sticker, that it is the current artwork version, and that it is fixed, legible and on the right face.
- Origin marks. We check that "Made in India" marks on product, swing tag and carton are present, consistent and match the factory we are standing in.
- Carton marks for split shipments. Re-exporters often break a container into several onward orders. Carton numbering, PO references and shipping marks that match the packing list make that possible without opening cartons.
The India–UAE CEPA has been in force since 1 May 2022. Preference is claimed with a certificate of origin issued in India, and the goods must meet CEPA's rules of origin. We do not advise on duty or eligibility, which is for your customs broker, but a pre-shipment inspection confirms that the goods, the origin marks and the producing factory are what the certificate will describe.
Rules that apply
Products covered by a UAE technical regulation need a conformity certificate from the Ministry of Industry and Advanced Technology (MoIAT) through its ECAS scheme, based on an accredited lab report. Warnings and instructions are expected in Arabic, or Arabic and English. The UAE and Saudi Arabia import checklist sets out MoIAT conformity, Arabic labelling, CEPA documents and the supplier paperwork in full. For goods moving on to Saudi Arabia, read SASO and SABER; for marking rules across markets, see product labelling and country of origin.
Timing: India is 90 minutes ahead
India Standard Time is UTC+5:30 and the UAE is UTC+4. Neither changes its clocks, so the gap is 1 hour 30 minutes all year. Our office hours, 9:30 am to 6:30 pm IST, Monday to Saturday, are 8:00 am to 5:00 pm in Dubai, so almost the whole working day overlaps. You can call the factory, our office and your own team in the same morning.
The inspector usually finishes on site in the afternoon, Indian time. The report follows within 24 hours of the inspection, after a supervisor has reviewed it, with photographs and a verdict of Cleared to load, Hold or Not cleared. That leaves time to release payment or ask for rework before the container cut-off. See how we work.
Booking and price
An inspection costs US$249 per man-day: one inspector, one factory, eight working hours, report included. The price is the same for UAE buyers as for any other market. Travel depends on where the factory is:
- Jodhpur: no travel fee.
- Jaipur, Moradabad, Saharanpur, Delhi NCR (which covers Gurgaon, Noida and Faridabad) and Kolkata: US$99 per man-day.
- Elsewhere, such as Tirupur, Morbi or Makrana: actual travel cost, quoted before you book.
Bookings are confirmed within 24 hours. For a lot split across several onward buyers, container loading supervision records which cartons went into the box and in what order. See pricing, or book an inspection.
