Key takeaways
- Singapore is a trading hub, so India's export figures to Singapore include goods that move on; plan labels and cartons for the market where the goods are finally sold.
- Consumer goods sold in Singapore, including apparel, furniture, toys and bedding, must meet at least one applicable ISO, IEC, EN or ASTM safety standard plus the regulator's extra requirements.
- Companies with turnover above S$10 million that supply goods in Singapore report the weight of their packaging by material each year to the National Environment Agency.
- The India–Singapore CECA has been in force since 1 August 2005. Duty and origin questions belong with your customs broker.
What Singapore buys from India
India shipped US$69 million of the goods we inspect to Singapore in calendar year 2025, 14% less than in 2024. Of that, US$22 million were home goods. Garments, leather bags and footwear make up most of the rest.
| Category | India's exports to Singapore, 2025 (US$ million) |
|---|---|
| Woven apparel (HS 62) | 19.4 |
| Leather goods and bags (HS 42) | 10.3 |
| Knitted apparel (HS 61) | 9.7 |
| Stone articles (HS 68) | 6.9 |
| Footwear (HS 64) | 6.4 |
| Furniture and lighting (HS 9401, 9403–9405) | 5.5 |
| Rugs and carpets (HS 57) | 3.4 |
| Home textiles (HS 6301–6304) | 2.7 |
These figures record the destination India's exporters declare. Singapore is a regional trading hub, so part of what is declared to Singapore is sold on to other countries. Treat the numbers as an upper bound for what Singapore itself consumes.
Where these goods are made in India
- Woven garments: Gurgaon, Noida and Faridabad in Delhi NCR, Towns of Export Excellence for apparel. See woven shirt inspection and dress and resortwear inspection.
- Knitwear: Tirupur, Tamil Nadu, the Town of Export Excellence for hosiery. See T-shirt and knit top inspection.
- Leather bags and footwear: Agra, Kanpur and Ambur, the Towns of Export Excellence for leather products. See leather handbag and leather shoe inspection.
- Furniture and décor: Jodhpur and Jaipur, both Towns of Export Excellence for handicrafts. Stone goods are covered on stone, marble and granite inspection.
Jodhpur has no travel fee. Jaipur and Delhi NCR are US$99 per man-day, because inspectors are based there. Tirupur, Agra, Kanpur and Ambur are charged at actual travel cost, quoted before you book.
Safety standards and labels for goods sold in Singapore
Singapore's Consumer Protection (Consumer Goods Safety Requirements) Regulations, run by the Consumer Product Safety Office, cover general consumer goods such as apparel, toys, children's products, sports goods, furniture, mattresses and bedding. A product must meet at least one applicable ISO, IEC, EN or ASTM safety standard and the additional requirements in section 5.2 of the regulator's information booklet. The office recommends testing or certification by an accredited laboratory.
An inspection does not replace that test. What it does is tie the shipment to it: the inspector checks that the goods match the sample that was tested in material, construction and finish, and, where you ask, pulls and seals fresh samples for the lab through lab testing coordination (US$99 per order, lab fees at cost). For furniture, the European test methods are explained on EN 12520 and EN 1728.
Labels are a different matter. US trade guidance on Singapore (August 2025) lists origin statements as required on imported food, drugs, liquor, paints and solvents, and names no general label language for clothing or home goods. In practice the label you need is the one for the market where the goods are finally sold. If cartons will be split in Singapore and sent on to Malaysia or Australia, tell us, and we check each carton's labels against that market; see our Malaysia and Australia pages.
Packaging data for NEA's mandatory reporting
Under the Resource Sustainability Act 2019, the National Environment Agency (NEA) requires Mandatory Packaging Reporting from producers, a term that includes brand owners, manufacturers, importers and retailers, that supply goods in Singapore and have annual turnover above S$10 million. NEA's guidance says turnover means the company's overall gross revenue, not only its Singapore sales. A covered company reports each year the weight of packaging it imports or uses, by material (for example plastic, paper, metal or glass) and by form, and submits a plan to reduce, reuse and recycle it. The 2026 window, 1 January to 31 March 2026, covered calendar-year 2025 data, and records must be kept for five years.
The weights come from the supplier's packing, so the factory is the easiest place to measure them. On request, during an inspection the inspector weighs the sampled units' packaging by material (outer carton, inner box, polybag, foam, tissue, hangtags) and records it per SKU against your packaging specification. It is an add-on to the inspection, not a certification.
Trade agreement, time zones and booking
Trade agreement. The India–Singapore Comprehensive Economic Cooperation Agreement (CECA) entered into force on 1 August 2005, according to Enterprise Singapore. Whether a shipment qualifies is for your customs broker; we can check that goods, cartons and quantities match the invoice and packing list. Origin marking across markets is compared on product labelling and country of origin.
Time zones. Singapore is UTC+8 and India UTC+5:30; neither uses daylight saving, so India is 2 hours 30 minutes behind all year. Our office hours, 9:30 am to 6:30 pm IST Monday to Saturday, run from noon to 9:00 pm in Singapore, so most of your working afternoon overlaps the inspection day. The report, with photographs and a verdict of Cleared to load, Hold or Not cleared, follows within 24 hours after a supervisor's review.
Booking. A pre-shipment inspection costs US$249 per man-day: one inspector, one factory, one 8-hour day, report included, plus travel by band. For a new supplier, a factory audit costs US$449 per audit day. See pricing or book an inspection.
